Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on containing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming aerial threats streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – probably imported technology. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from believing that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a entire defensive failure until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
